What is the Emergency Homelessness Assistance Fund?

The Emergency Fund aims to assist community agencies working with the homeless population. This fund enables these agencies to continue their efforts in a context of increased needs. It is a response to an exceptional situation, requiring a rapid provision of resources to support those in need.

What is the amount of the Emergency Homelessness Assistance Fund?

A Financial support of $8.5 million for Quebec from the Secrétariat à l’action communautaire autonome et aux initiatives sociales (SACAIS) as part of Fonds québécois d’initiatives sociales (FQIS). This amount is supplemented by an investment of $990,000 from Centraide of Greater Montreal to support agencies in its territory. The Centraide network across the province will be able to provide emergency assistance to community agencies most active in supporting people experiencing homelessness in Quebec. This aid will help address targeted needs and ensure funding for structuring projects over two years.

  • Be a community agency funded by the Government of Québec;
  • Be significantly engaged with people experiencing homelessness and provide services;
  • Be located in one of the targeted regions;
  • Face high demand due to the increasing number of people experiencing homelessness, impacting the quality of support and services provided.

Is there a call for proposals to receive support from this emergency fund?

No. Given the urgency of the situation, the measure is not being implemented through a call for proposals. Such an approach would have caused significant delays and would not have allowed for rapid support on the ground.

Which community agencies are targeted by the emergency fund?

To respond to this emergency context, key community agencies that support people experiencing homelessness have been identified and prioritized in collaboration with the relevant ministries, in order to deliver rapid emergency assistance that will have a meaningful impact on those affected.
