Laval Fund

The following agencies are eligible to submit a request for support from this fund:

• Community agencies and incorporated non-profit organizations (NPOs) with a social mission whose activities are carried out in Laval.
• Associations of agencies, neighbourhood roundtables and local collective action bodies represented by a trustee that meets the above criteria.

The following agencies are not eligible to submit a request for support from this fund:

• Educational or training institutions or schools.
• Agencies that, within two years prior of submitting a request for financial assistance, have failed to meet their obligations related to previous financial assistance granted by the Ville de Laval, a government ministry, or a funding body after receiving formal notice to do so.
• Private companies in the financial sector, financial cooperatives, and companies listed in the Register of Businesses Ineligible for Public Contracts.
• Religious organizations and associations, partisan organizations and associations, business associations, professional associations, and charitable organizations.
• Agencies involved in a legal dispute before a court of law with the provincial or federal governments or with the Ville de Laval or that have not fulfilled their obligations to these parties, depending on the nature of the litigation or default and the issues raised.

Different types of actions and initiatives may be supported by this fund if they aim to meet the following goals:

• Reinforce and develop collective initiatives to generate developmental effects in the sectors in question and improve living conditions in these areas.
• Support the implementation of the neighbourhood plans of local collective action bodies, in complementarity with existing programs.
• Support integrated urban revitalization projects or actions that arise from local collective action bodies or the municipal framework to enhance devitalized and disadvantaged areas as part of a RUI process.

• Remuneration for dedicated staff to carry out the initiative’s activities, including employment benefits.*
• Necessary expenses to carry out the initiative’s activities.
• Professional fees.
• Equipment purchase costs.
• Communication and promotional costs.
• Travel costs.
• Administration costs (up to 10% of the amount requested for the initiative).
• All other expenses deemed eligible.

*Wherever possible, compensation is based on the principles of fairness.

• Expenses not directly related to the project.
• Expenses to purchase or renovate real estate or transportation vehicles that are not related to collective action or resource sharing.
• Expenses to service a debt or repay future borrowings.
• Expenses reimbursed by another financial assistance program.
• The refundable portion of taxes.
• Cost overruns.
• Any type of loan or loan guarantee.
• Event sponsorships.
• Celebration of national holidays or commemorations.

• • The request form must be duly completed.
  • The project must directly relate to at least one aim of the agreement.
  • The project must be carried out in the Laval territory.
  • The project must not duplicate existing initiatives in the Laval territory or must be complementary to these initiatives.
  • The project must not duplicate an initiative that is supported by an existing ministerial program.

• • Priority initiatives identified in neighbourhood plans by local collective action bodies.
  • How well the project responds to or meets the identified needs in the disadvantaged and devitalized areas.
  • Equitable allocation by sector.
  • Collective project with community stakeholders (demonstration of partnerships).
