Supporting initiatives in
Laval’s devitalized and disadvantaged areas
What is the Laval Fund?
The Laval Fund was created under an agreement between the Ville de Laval, the Centre intégré de santé et de services sociaux (CISSS) de Laval, and Centraide of Greater Montreal.
With the goal of supporting initiatives in Laval’s devitalized and disadvantaged areas from 2023 to 2027, this agreement complements different social development initiatives in Laval such as the regional social development policy (PRDS), the plan to fight poverty and social exclusion, and the municipal framework to enhance devitalized and disadvantaged areas as part of the integrated urban revitalization (RUI) process.
Agreement goals:
- Support initiatives in Laval’s devitalized and disadvantaged areas.
- Support the neighbourhood plans of local collective action bodies to take action in devitalized and disadvantaged areas.
- Promote alignment between the regional and local plans.
- Promote partnership between agencies and collective action bodies to ensure that actions to improve the quality of life in Laval’s neighbourhoods are coherent and consistent.
Submission and review of funding requests

Request review
These requests will be reviewed by a committee of the agreement partners in collaboration with the CDC de Laval. This committee’s mandate is to apply the macro and strategic vision of this fund throughout its duration, i.e. from 2024 to 2027. This committee’s work is governed by a code of ethics. This committee also works with the transitional regional committee of the regional social development policy.
Funding period
- The funding allocation will end on March 31, 2027.
- If applicable, any amounts allocated before March 31, 2027 are allowable after this date with the submission of a plan on how the funds will be used.
- Expenses may be eligible from the date the project is submitted. If the request is refused, the agency shall be responsible for covering the costs for any project that has begun before Centraide has confirmed the funding request.

Note that no specific budget is systematically allocated to these projects as part of the review process. Once the investment has been confirmed, additional requirements may be applied to certain projects (and established with the project stakeholders) in order to capture the benefits and lessons learned.
